I can understand the use of air-conditioning to moderate seasonal extremes of temperature. In the US the practise was to reverse the extremes, with malls being colder in summer than they were in winter. It beggars belief.
After a several month’s long thermostat war, late after everyone else had gone home, I went into my nemesis’ offices and found their AC vents were closed. I kept a multitool with me and used it to crank their vents open about a third. The conflicted ended. It amazed me that the uncomfortable occupants never looked up at their vents – where the warming or cooling airflow came from. I never told anyone what I did, but the boss noted that the complaints stopped. He gave me a funny look, but I just shrugged. Long before he had quit asking, “did you have anything to do with this?”

There’s an old saying that might apply here: “Don’t poke the bear.”

I mean, if Tom thinks starting an argument with a Polar Bear is a smart idea I have no sympathy for the man
