I take this moment to point out that showing mercy and giving extra chances is a good thing, it sometimes convinces offenders there are no repercussions to getting caught and they do even worse things.

I read a study years back regarding the fact that some people received far worse sentences for first offences than others. The study confirmed the fact but pointed out that the first offence for the lax punishments group tended to be for lesser crimes and they often never offended again. The first known offences for the harsher punishment group were for much more serious crimes. Evidence pointed to them having gotten away with the lesser crimes by friends and neighbors covering for them.
