Couldn’t he be right? Let’s say it was the last of some highly sought after item. This has likely happened on Black Friday or some such shopping day. What if he set it in the basket and someone took it right from under his nose as he let go.
Christmas shopping, an “abandoned” cart near the check out had an item I wanted and lots of other cool things. I started to sort thru it all, then OOPS. Lady walked up a ways away from cart and said it was HER cart.
Never turn your back on your cart. I lost a $100 gift card when I literally did so for two seconds. Went straight to the front of the store to try to find the culprit or stop its use but it was already too late.
Years ago working in a grocery store, we kept getting complaints from a woman that we were adding items to her husband’s order. Turns out she would give him a weekly list and a couple of hours to shop for his hispanic family of seven. Turns out what he would do is go to his bar for a couple hours then, since the shopping lists for a lot of the hispanic families in the neighborhood were basically the same, he would take a filled cart from someone who wasn’t paying attention. He always paid for the order and we got very few complaints about missing carts. The victims generally just started over.

It’s not a crime in Seattle to steal from stores if the total is less than $950. Make several stops if you wish….

Someone owes him the time he spent picking those things out. I’m not sure how to compensate him for that.

We find random carts of abandoned merchandise in the store all of the time, wish someone would claim the stuff and buy it
Not so bad that we have to pay someone to put it all back, but the stuff that was supposed to be kept cold is just a loss

I apologized and told her she had good stuff.

If you work under the assumption that everyone around you is a ferslunganger* crook and act accordingly you’re much less likely to get ripped off.
