I don’t so much mind taking the dogs out in bad weather. It is when they play and sniff and explore before doing their “business”.
Don’t these people have yards?
When I see people out walking their dog in horrible weather, my response is always ‘So glad I don’t have a dog!’.
So you want him to hold until the Spring thaw?
