I’ve heard of people sending their doctors a bill for their own hourly rate for the time they’ve been made to wait past the scheduled appointment time.
Used to work in a clinic. Appointment scheduled for 15 minutes and patient would come in with several more complaints, not happy if doctor didn’t at least try to address all of them. Or the doctor would discover something during the exam that needed more time to check.

You must be thinking of a bank. Some of them let you use your daylight time savings.
