    I always thought it ironic that folks would pay a significant premium ($500-$1000 or more) to lighten a bike a pound or two and then spend $35 for a 5 pound chain and lock to keep it from being stolen.

    Do what you can to reduce the weight of the things that rotate; chainwheels, pedals and maybe the wheels and then work on either reducing the weight of the engine or making it more efficient. Or, you could get it motorized with a small, undetectable motor like some professionals have tried and failed.
