None of the commenters thus far seem to share my problem understanding this cartoon. The design of the badge shown here seems very specific: a gold-colored circle with two horizontal stripes and seven small spiky points spaced around the perimeter. A Google search showed many 7-pointed Police badges, but none that looked anything like this. Some comments liken it to a sheriff’s badge, which typically appears in cartoons as a silver-colored five- or six-pointed star with a tiny circle at the tip of each point. So what, exactly, is he wearing on his shirt?

This cartoon made me think of this. Though the star he is wearing is different and most likely not like any of the badges that were used.
