Yes. This actually happened to my wife at our state fair. Except after she was out the $60, she still didn’t have the prize. I think it was a stuffed minion.

Should have gone for the rides with the guys!

I once worked with a guy who used to work the carny side games. He said that every single one was fixed & proceeded to tell me how. Many of the “winners” were employee “shills” who supposedly won the prizes nearly every time. They could control who won like in the game mentioned above. Those who ran the games would often have their kids walking around the grounds with prizes to show customers that they had “winners”. The prizes were then returned at the end of the day.

An elephant Beanie Baby would cost less than that.
