Wanda needs to change her tactics. Instead of giving her an answer, tell her what to wear. If she balks at that, ask “Then what would you choose?” Don’t play her game. Put the problem on her shoulders, not yours.
If she still balks, just tell her “I don’t have time for you to be so picky, so figure it out for yourself.”
