Based on some 50-plus-years-old knowledge from my misspent youth, in Illinois you couldn’t be nabbed for shoplifting until you left the store with unpaid merchandise. However, in Iowa you could be nabbed within the store with concealed merchandise. Don’t know what current laws might be.
