How about a drip hose running for a few days to soften the ground? You’ll need it to keep the new bushes watered too.

Look at like a good excuse to buy one or two new power tools. And spend days researching with videos… with a bag of chips and ‘a beverage’.
I used a 4-inch augur bit on my power drill. Chomped right through that clay and hard packed dirt

I’ve never broken shovels. I’ve bent the handles far enough to worry me but never broken one. I agree with the pickaxe suggestion.
Two words: Spud bar. Best money ever spent.
