Actually Governors can (in some states) appoint a replacement for Senators while Representatives are filled by special elections are left vacant until the next election.
This does not make sense. you have to remember Lacy was a republican from SF and the Governor at the time was republican Pete Wilson (who was the reason California changed from a republican state to Democratic when his ethnic cleansing campaign energize the Hispanic vote. He would not appoint a black Democrat to Congress even if he could, which he couldn’t.
