I don’t know the formal definition of “riddle” but my interpretation is that an attempt at humor is required. To me, Ruthie’s homework is just questions.
There are a great many riddles recorded in medieval times. They were apparently very popular. The problem is that the answers are rarely provided, so no one knows what a lot of them mean.

Seems to me that games tend to be more fun with limited options. Ruthie’s way would be boringly easy.
