You have no idea if the US offered the arms dealer in exchange for Wheldon. They could have offered the trade any time between 2018 and Jan 2021 when Trump was POTUS and again after Biden took over.
Even Wheldon’s family said, there’s been more effort on the part of the Biden administration to free him. Putin is the one that decides in this scenario.

Griner was arrested in Moscow in February for traveling with vape cartridges that allegedly contained cannabis, which is illegal in Russia. She was tried, convicted, and sentenced to nine years in prison before being transferred to a penal colony. Following months of negotiations, on December 8th, Biden and Putin agreed on swapping Griner for Bout.
It was this deal or no deal. A professional basketball player being held political prisoner for 8 months for an arms dealer that the USA has held for over 12 years. Not a sweet deal, but not a bad deal. More importantly it was the only deal. Paul Whelan’s family accepts this, as they understand it’s better to have an American home safe, than both still held in Russia.
More over, Orange Traitor did absolutely nothing to bring Paul home for two years, so the Republicans know where they can stuff their fake outrage about this trade.
