    My late loving wife and I had male and female dogs, and most of the male dogs were too “lazy” to lift their legs. They mostly squatted when the peed. About the only time our male Chihuahua lifted his leg was when we walked them and he needed to mark his territory and usually he was just going through the motions, because he was already “empty”.
