Why do the sharks eyes move between panels?

Again, it’s not a bad joke (it’s actually kinda fresh for this strip) but what is the point of this arc? Another SPG arc? Why still show Daphne? It might be building up to something, so I’ll keep that in mind, but I’m lost, honestly.
