A subscription fee should be used to keep the app updated. When iOS has a major update, then apps have to be updated to run on the new iOS. In the past that has sometimes required a complete overhaul for the app to run. That said, though, I prefer to buy some apps instead of subscribing to them.
If Betty wants to own an app, she needs to write one herself. Nearly all user agreements state somewhere that the only thing a purchaser or subscriber owns is the license and that isn’t even a physical or electronic object.
