I have never met a manager THAT afraid to make a decision, but I do know of one person in real life that took a temp supervisor position for 90 days and realized SHE was NOT ready for it and requested an end to the detail. Sometimes you run into people who are smart enough to realize they are not manager material and are not interested in just getting more money.

There seems to be some basic misunderstanding about the character of Norm.
He’s not poor. He makes a decent manager’s salary. Yes, he can afford a steak and a therapist.
Money has nothing to do with the gag. The situation is right there in the dialogue.

Granted, refused a managerial position cause didn’t want the responsibility that went with it. Happy being a flunky.
