You cannot be a responsible pet owner and clean up, if it is “doing its business” forty feet up a hillside. You are also not in control of your pet. I have seen pets DIE.
Nearly 6 years ago I was walking a fairly recently adopted shelter dog on a retractable leash, and accidentally dropped the handle. This frightened the dog, and she took off running back home, with the leash handle bouncing and clattering behind her. About 600 feet from home, she veered off the road into the woods. Fortunately she didn’t get very far into the woods before she got snagged, much as Cagney is. Since that day I have never again used a retractable leash.

Looks to me like Cagney’s doing that, not Zack.

Cagney looks miserable.

This ties in well with today’s Bliss comic.

Cagney has messed up his advantage of being on an extension leash.

I like the subplot with the frozen birdbath. Nice touch.

town ordinance here disallows any leash longer than 8 feet . also disallows staking or tying out any animal without a human present and attending it.

Great take on the same theme today on Harry Bliss. With trees!
