Could be wrong, but I have a feeling he’s gotten distracted, and you are the best boy to still be in place. Give him a short while, whine, and if he doesn’t respond and give the signal, eat the biscuit and go take a nap.
My grandfather would do that with his spaniel. He would put the treat on the end of Jerry’s nose, tell him to leave it, and start a conversation. In the middle of saying something, he would tell Jerry to get it, and the treat disappeared.

If he says the cue word while he’s on the phone, it is perfectly permissible to eat your biscuit.
