My neighbor was not entirely mentally competent. She hired an exterminator for the kangaroo rat infestation in her attic. When the exterminator brought her a trapped rat, she immediately released it!
Even cats cannot get at rats entrenched in an attic. My cats did their part but her relatives had to take over the property before the neighborhood problem was resolved.

Some old hardware stores have lead wool in the plumbing section or lead shot. Mix some in the filler you use to repair the rat holes.
