Walt has lived here all his life. And, I hope, that he would have remembered joining the HOA. If not, they cannot add him into the HOA without his permission. So, that’s illegal, and they don’t want to go to court over this. Second Gertie, don’t talk to them without a lawyer present, they’ll try to get you to agree to something.

I suspect that this is the real HOA and Walt’s fines are coming from scammers, that would explain their surprise at Gertie’s reaction.
