The cats look big enough to have been weened from their mothers milk; that does not mean that she had abandoned them. Either she is looking for food like a mouse or she was caught by miss guided people.
These kittens must have been handled before. The feral kittens my Mom trapped and tamed took weeks of feeding and daily handling before they stopped being afraid of humans. They probably belong to a neighborhood family and have just started roaming.
I’ve read that if you see some apparently abandoned animal babies, you should wait a while, maybe a day or so, before trying to trap them or report them—shelters are full of kittens that weren’t abandoned because of well-meaning but ignorant humans. (not that some of them wouldn’t end up there anyway, but a lot of animal mothers tuck their babies away someplace they consider safe while going to get food for themselves or even lead away predators. You can mess up more than you know by interfering prematurely)
