It’s Poncho threatening to drink blue water… Think about the cleaners that you hang in the tank to keep the toilet clean - they turn the water blue, and are toxic to pets.
Poncho’s making hysterical threats to kill himself by drinking the blue water to emotionally blackmail Chaz into getting a tattoo of Poncho on his butt.
