In a previous arc (some years ago) Opal DID join the Red Hat Club and wore one. Otherwise she can always put on a wig

All hair is dead, not just the singed part. Like fingernails (same substance), the part that is seen to grow is already dead. The part that actually grows is below the line.

The problem with shaving your head for the first time is you dont know how your hair will grow back. It may grow back straight or curly. Or worse – not grow back!
