pcolli, those were the Goons. They had furry forearms, lower legs, and shorts. (Not clear whether the shorts were garments or self-grown.)

My brother& sister-in-law own a newish diesel Beetle and I suppose it emits greasy peedle-deedle when it skedaddles.

The Popeye Goons were originally Moon Goons, who lived on the Moon. Not sure when they moved to Earth. No idea why, either.
