Rather than get caught up in the meaning of it all, i just noticed how well the dog is sitting, with paws folded. I can just imagine him begging, perfect form with paws clasped together, “please, anything but a cat”. I thought perhaps Virgo was a winter sign, but looking it up it seems Virgo is August/September. Other than the dog’s perfect posture the humor escapes me as well.

Malcolm Gladwell has an astrology column. Having said that, this cartoon panel makes as much sense as anything else associated with astrology.
