It must have been “explained” long after “Incredible Hulk #1,” because this is the first I’ve heard of it (not that Im doubting you; it seems like the sort of retconning they do so freely).
Of course, a Doomsday Weapon that you’re too scared to use is as useless as none at all, if the other side knows you’d never use it.
