They haven’t been around nearly long enough to be the Cubs. Washington only formed in 1974. St. Louis and LA have had teams since 1967 without winning a cup, and Vancouver and Buffalo have been around since 1970, so they’re more Cubs-like.
He could be a Bruins fan, upset about the first-round loss to the Caps. it depends on how much of a lag there is from when the comics are drawn to when they’re published.
Not being either a hockey fan or basketball fan, I thought he was talking about Globetrotters opponents, the Washington Generals. The only difference between the two is I have been to see the G-trotters, doubt I will go see the Capitals though.
