Since worker bees can’t reproduce, I confused as to what is actually being claimed.

Since the queen bee doesn’t go through menopause as the killer whale does, why does she vacate the beehive? :o)

The remaining workers rebel and try to make new queen(s) by feeding royal jelly to some of the pupa. Worker bees are infertile females.

The situation described is called a swarm and is how honey bees propagate their species. There is no “rebeling”. Workers only lay eggs if their Queen quits laying or dies or, in this case, doesn’t get properly mated. The worker eggs are infertile so they only develop into infertile drones (males) thus ending the colony.
