There have been quite a few scandals involving congressmen and senators (of both parties) and congressional pages. Since this strip originally ran in 2006, it probably refers to Florida congressman Mark Foley and his “inappropriate” advances toward former male pages. Foley, a Republican, resigned and was replaced by Tim Mahoney, a Democrat, who later was forced to resign following sexual harassment charges from his congressional interns. He also admitted he placed his mistress on his staff. There are sleazy politicians in both parties.

If I recall correctly, they finally did away with Congressional pages altogether. (I could look it up, but it’s easier to wait for someone to correct me.)
