Peter makes an excellent point. Get her on video stating that she absolutely wants to be a pangolin and will not change her mind. Than have her watch the video and say, on video, that she watched it. Then show it to her when she changes her mind at the last minute. Then leave her alone in her room with the door closed.
At that age, my boys went out in whatever costumes I could cobble together, or had the right parts for without going shopping. We didn’t have the money to buy or make “tailored-to-order” Hallowe’en costumes. The kids were usually very happy with whatever I could do for them. No masks, either. I did face-painting on them instead.

At the age of 7, I became obsessed with jellyfish and wanted to be one for Halloween. My mother made me a jellyfish costume for that year, and the next, and the year after that she made one that could be put away and re-used for the next several years. I was very consistent in my obsession.
One year I went to a Halloween party a leopard suit, a pair of bunny ears and some Groucho glasses. Alcohol may have been involved in the costume decision-making process.
Some things to be thankful about. I had a friend that drove for Uber and a couple years back he picked up a young lady (college town) who was going to a Halloween Party. Her ‘costume’ was all body paint. 100%. Body. Paint.

I never knew one kid whose mom made their costume after they were five or six. That was the fun of it!

I thought a pangolin was a made up fictitious animal like a Jack-o-lope but I looked it up and it is real.
