The man in the last frame could be our villain. Since he has an apparently framed copy of a Derby Dugan stip on the wall behind him, I think he might be a comic strip collector.
Derby Dugan is a fictitious strip from the Great Depression era, but it really exists in Tracy’s world. Have a look at the comments perople wrote on this 2015 strip where Sam was showing off his Derby Dugan Hannukah present:
