You don’t pull over for one going the other way. If they were making a turn, you should yield to the cars in the procession.

At least he pulls over and stops to gawk at an accident. I almost rear ended a looky Lou who decided to stop on the freeway to gawk at an accident.
Where I come from, it has been a tradition, not a law, that is sadly less and less observed, to stop when encountering a funeral procession from any direction. I can only say from the standpoint of a mourner, it was a very moving gesture.
