I believe the phrase ‘I can’t hear myself think’ is another way to say you can’t really concentrate because of all the noise. Not that Ralph could hear his thoughts if they made a sound.
Our nearest neighbours have a pair of dachshunds that used to run up to their fence and bark away whenever we would walk out dogs, a pair of Labs and the runt of their last litter. Until one day Ginger, the puppy, jumped the fence and became friends with them. Now they are all best buds. But they bark when I am out walking without the doggos.
