He should be filling out a Filing Delay form first, and then write an angry letter to his congress person. The folks at the IRS are just doing their jobs. (unlike a lot of folks in Congress).
He can file an extension. The only problem with that is that to file an extension you have to know how much you owe and to know how much you owe you need to do most of the work.
