Maybe Rover wasn’t interested in railroads until he got this project. There are plenty of local things that I’m unaware of until I need to find out about them.
I thought at first look that it said thirty five miles, but looking again, it appears to say three point five (3 1/2) miles. That would really be short.
OK, maybe Rover didn’t know about the G.A.S. RR, but with everybody (as shown over the last week) diligently searching for an operating steam locomotive, somebody should have known about it (unless, as jollyjack says, it didn’t exist until this week).
@GuiltyBystander:Hoogy is Rover’s wife, mother of their child, Boog, who is the one whose friend has the little brother looking to drive a train. Boog is named after Hoogy’s father, Boog Boogle.

Rover isn’t new in town. He should have known about that railroad.

Will Rover ask if his son’s friend’s brother can drive the locomotive?

I agree with DaJellyBelly. If it’s a local operation, Rover should already know about it.

I’m gonna call it and say it’s like Red Slovin’s “Phantom 309.”

Rover may not have known about it since it may not have existed until the plot required it.

And Rover has had such a recent “growth spurt” that he has to catch up with himself. Faster than a soap opera kid.
