The rubble is in reference to the people who died on 9/11, about which Bush was warned and did nothing. Maybe he couldn’t have prevented it. But he could have at least tried. The flag covered coffin represents military people killed in Iraq, which was completely avoidable, and had nothing whatsoever to do with keeping Americans safe.
