When the Internet “went public”? I suppose that means when HTML made it easy for non-nerds to use it.
Ah, I remember the old days, when one could have an open FTP server or mail relay, and all you needed to prevent misuse was a request that people not do that. A reasonable level of courtesy was standard, too, except when in “flame” mode, and inside that, everyone knew insults weren’t meant seriously.
