When the Internet “went public”? I suppose that means when HTML made it easy for non-nerds to use it.
Ah, I remember the old days, when one could have an open FTP server or mail relay, and all you needed to prevent misuse was a request that people not do that. A reasonable level of courtesy was standard, too, except when in “flame” mode, and inside that, everyone knew insults weren’t meant seriously.

Wish I had the yard to go C-band satellite… though perhaps, maybe…hmmm been a while since I’ve given that a thought. Perhaps I need to do some new research on that thought

Inadequate public education and tv combined to begin that process long before the internet developed. All the internet does is allow that lack of education, discretion, and manners to become more obvious.
