Cut the cable and Internet and make him pay for the phone. They have a shelf with name labels at work where everybody must put their phone when they are not on break.
I told my boys that they had 1 year from the last day of their post secondary education to be out of the house and self sufficient. The Youngest never came back from college as he was hired right out of school and the oldest felt he must rebel and moved as far away as he could and did it the hard way. His grandmothers passing was all it took to bring him back to Ontario and his life is better now. If you give them no guidelines how can they make good choices, right?
