It looks like the wizard lost his little finger in the close-ups and is missing his right arm at the end. Is he actually a muppet?

Yes, and he appears to be crumpling the paper with his right hand, but tossing it into the wastebasket with his left. Not impossible, I suppose, but it does make me wonder.
