Worked in a small family-owned business a few years ago where the owner was a skin-flint. He actually wrote on the paper towel dispenser that you were to use only one paper towel to dry your hands. The cost of each paper towel: 1 cent each.
You young ’uns are a loss. Lots of places used to have pay to pee in the U.S. Gas stations, buss stations, even some stores had it. Yes it was a long time ago. Charge was usually a dime, just before the end it was a quarter. Last place I saw it was a gas station in Ky in 2002, that one was a quarter.
Years ago, I read Jack Benny’s autobiography, in which he recounted having to crawl under a door because he didn’t have exact change. He crawled back out just in time for someone to enter, catch him in the act, and make the obvious conclusion for Jack Benny.
I remember when coin machines were on the stalls at ORD (Chicago airport). I think it was one of the Daleys who finally said it was demeaning and ordered them removed.
Women’s groups kept pointing out that pay toilets were unfair to women, since they couldn’t use urinals. I think that argument finally ended pay toilets, since they couldn’t do away with them only for women.
Probably because I’m old, I remember many places with “pay toilets”. Usually a nickel or dime, and often with one or more “free” toilet stalls, too. The “pay” stalls always seemed to be cleaner, though. Being very young at the time, not having the proper change was always a possibility, but I survived. (OTOH these were not quite “high class” places v.s. today’s “trip over the homeless” rest rooms.)
My solution – disregarding the “pay” issue – is to put stalls (with doors) around all the toilets and toss the urinals. Close the door, and nobody sees anything. Probably a good idea to add stalls – women’s clothing (regardless of who or what is wearing it) does seem to take longer to “adjust”.

doesn’t spirit airlines do this? the airfare is cheap. but, they nickel and dime everything. credit card scanners….employees will wear diapers.
