The first place I worked the manager insisted that everything balance to the penny. Sometimes the cash on hand was counted three times or more. Usually someone had to chip in some pennies to make it good.
I remember an episode of The Lucy Show where they came up 25 cents short, and everybody had to recount to find it. Lucy decided to help and put a quarter in her drawer and declared that she found it, just seconds before somebody else found it. Mr. Mooney told them all to count again to see if they could find it again.
I had an idiot co-worker who was stealing. Her drawer was $20 short every time she had a shift. She was so surprised when she got fired for it. What a moron.

The odd amount is what is weird. It means it wasn’t a dropped coin or two.

I was in tears over 17 cents. Everyone told me it wasn’t a big deal, but I was horrified.
