Why does the mouse look like Jerry from Tom & Jerry?

Maybe it does give Luddie a sense of worth, albeit a false sense.

For the record, Dick Whittington was real but the cat story is fiction. Whittington (really Lord Mayor of London) wasn’t even born poor.
