Most mobile phones allow you to place callers on a Black List so you will never have to endure a call from somebody you don’t want to talk to.
You can even block receiving or calling entire categories of calls based upon their dialing prefix or block calls which don’t include their ID (Caller Identification).
My home phones, (Panasonic) have a “Call Block” feature. Push the button and that phone number can no longer call you. That and the “Do Not Call” list have made my life free of telephone solicitors and robocalls.

Well, you can do the next best thing. You can block them from your phone. Then they can try to call you all they want. They won’t get thru.
