In retrospect, Bishop probably should’ve coordinated this all with the staff in advance a bit better, seen to it the camp occupants were at least cleared out of the dorms beforehand.
But then again, Bishop’s approach to managing the whole camp and how it’d work has been called “naive” by his own staff before…I’d say this would be a good example of that.
