Not sure when the law changed but in the ‘60s in Texas, a 14 year old with classroom and behind the wheel Driver’s Ed could get a full unrestricted license. It was as the Driver’s Ed instructor said to me (I was 16) after finishing a 14 year old’s behind the wheel training, “It’s scary to think he can get a license now.” I had been riding with them (for my training) and I had to agree that kid was scary.
