This is how you know the person you ask for the time is using a digital clock. Those with an analog clock usually just round up or down the hour! i.e., 11:11 in analog would be reported as “11 o’clock”.

I believe the “joke” Hector & Carlos were trying to convey is that he seemed to be repeating himself so she did, too. Possibly, possibly.
