There are two ways to take this. Either Gerald thinks it IS moving and has concluded that if that should prove not to be the case, he needs medical attention. I might question the wisdom of this approach on the basis that it may only appear to be moving because he is seated too close to it.
On the other hand, Gerry may know something we are not privy to about this wall and this wallpaper. If he knows that it’s moving, but is unable to see it doing so, then he again concludes that he needs medical attention. In this case, I would say his concerns are well founded. Thus in either case we see the primacy of perspective.

Slowly part of the screen began to form into a slowly rotating paisley pattern. I was convinced the computer was malfunctioning. I asked an office mate to take a look. He saw nothing but rectangles. Then I looked at him and he had a slowly rotating paisley image over his face!
